I was only concerned if the voices have to be recorded from scratch for the remake for legal reasons. But if some assets from Drakan can be re-used, that's one less obstacle I suppose. Though the only way to get sounds out of the editor is by playing them and having them recorded with some sound ...

Titles say it all, trick like that worked with several games in a past in both directions (not without some disassembly), for example levels and basically entire tomb raider games from 1 to 5 could be backported (with some minor limitations), some people used to port PS2 and Xbox exclusive levels ...

I think frame limitation is also ugly solution. Normal amount of everything tied into consolish 30 fps and cpu timers, not exactly MHz, but they are connected. What you need to do to make it work right - patch game code with dynamic timer calculation based on current cpu timer and 30 fps and change ...
