Well Sony didn't actually buy Surreal; they bought Psygnosis who was the publisher of Drakan. The publisher owns the rights to a game, not the developer so when Psygnosis was absorbed into Sony, so too were all their games. Sometimes, developers make and publish their own games but Surreal was only a small company at the time and sold the Drakan concept to Psygnosis. Originally, the publisher was to be VIE instead but were dropped. If Surreal had stuck with them, maybe TAG would be a PC game by now...
As a matter of interest, Psygnosis had actually been a division of Sony since the release of the original playstation console but were completley absorbed by Sony in 2001. That was when they made the descision to no longer make PC games and as you know, the PC version of TAG was already in development then. Surreal had to 'obey' their 'masters' or face having the game pulled and given to another developer.
As a side note, Surreal has been bought by Midway this year as an exclusive in-house developer so bang goes any hopes of a Drakan3.

Hm, I thought that was pretty cleanly stating the current situation.
A bit more explainedly: $ony owns the Drakan rights. Surreal is at Midway now. So Surreal has no chance of picking up Drakan again. => no Drakan.
