Andrellians by SUNLIGHT!!!
A capable and studious player named Headhuntress on the Gamefaqs D:TAG boards has found a way to get around the cutscene that takes you out of the Andrellian Islands after killing Bonegrinder!! I did it today, and they are spectacular!! My best guess would've been that the programming wasn't in place to represent them in a non-rainy, unclouded way, but there is normal sky with twin moons blazing. Olag is still in his shop, but most of the sailors are gone. D:TAG fans, you HAVE to try this.
If you can't find the Gamefaq D:TAG boards, let me know, and I'll post a summary of her methods.

POSSIBLE SPOILERS!!!
After killing Bonegrinder, when you return to Arokh is when you do this. Headhuntress, I think, jumped off the far left cliff face into the water where you killed Mezzidrel. I tried and tried, but couldn't make that jump...so... I flew Arokh over to the right side of the little lake area. There's a little mesa after a green patch of walkway, and I landed Arokh there. If the game forces the cutscene to save on you, just hit the 'start' button to return to the game. I dismounted and walked the rest of the way (there are a couple of small jumps, but nothing that'll take any health) onto the bridge where Mezzidrel's heads lay, and jumped into the water. I swam to the alcove with the cave off to the left, made landfall, and called Arokh. He answered and began flying towards me. Then I swam over to the main island face where the docks are and he landed. If you stay out of the area that triggers the cutscene, you can go anyplace in the Isles that you want. It's perfect.

Hey, Slaystress, I just replied. You should already have it. Are you also aware of the method of reaching the Valley of the Fallen-- uhh, first things first... are you in your first playthru of the game? If you've already beaten the game, there's a fun, repeatable glitch allowing you to reach the next to last level in the game as soon as you get Arokh after the Shadowmire. You REALLY level up with that!

It does work but it requires patience and many retries. Its not supposed to do this though; its glitch and she dies because the surface she touches is classed as 'the bottom of a long drop'. I guess they used similar dev software to what was used to make the PC game and you can make surfaces make anything die upon contact. Typically these were used at bottom of ravines, cliffs, holes etc.

Nice to meet you, Ria.
Yes, the weather does change when you go into and out of a cave. If you went back into the Crystal Mines, which is a save cave, it would be full on bad weather when you came back out.
Also, if you left any blackwing dragons alive, they'd still attack you, but they'd be invisible. Sad but true.
